LTI is primarily focused on connecting different learning systems in a standard way. It is commonly used to integrate external tools or content into an LMS (Learning Management System) or LXP (Learning Experience Platform). A user logs into an LMS (the "LTI tool consumer") and selects a resource link to play a course. The user is then launched into a remote tool (the "LTI tool provider") in an iframe or a new browser. This process is facilitated by a URL, key, and secret provided by the LTI tool provider. LTI supports single-sign-on and user authentication via OAuth, preserving the user experience of the LTI tool provider. This standard is widely used in academia and higher education, allowing content creators to craft unique learning experiences within their own tools and share these experiences on other platforms using LTI

SCORM is more focused on launching training content and tracking interactions. It standardizes the communication method between eLearning platforms and content. If a course and an LMS both support SCORM, they can interact effectively. SCORM packages contain all the information needed by the LMS to import and launch the content without the learner doing anything. The SCORM standard also specifies how the content should "talk" to the LMS while a learner is going through the course, allowing it to report things like completion status, pass/fail status, score, and total time to the LMS. SCORM is predominantly used by corporate organizations and government agencies.
